PayPal Rep Lied To Us

We sold a machine on ebay, the buyer paid via paypal which cost us a fortune, all went well untill the buyer decided that he wanted to return the item, after 2 weeks.  It was returned to us in nowhere near the condition it went out Paypal refunded every penny to the buyer and put us into a negative balance, when I tried to defend our position Paypal representatives basically lied to us, put the phone down on me twice and were as difficult as they possibly could be closed the account, when we tried to get it reinstated they lied again by telling me if we cleared the negative balance the account would be restored.  It wasn't.
