Account Is Locked

Papal froze my account about a year ago, stating their anti fraud system had flagged my account,  freezing almost $4000. They required me to provide impossible to obtain information. After many weeks of phone calls & not getting anywhere with them I lodged a complaint wither the financial  onbudsman. This obviously pissed Paypal right off as they then locked me out of my account. The onbudsman said there was nothing he could do to get me back into my account and also demanded my money be returned to me. Paypal's response was... "We have decided to un-freeze the account & that their automated system had mad a mistake" 

Now I'm left with @ $4000 sitting in my Paypal account that when I log in says "Account is locked" Hence I still can't access my money, but according to Paypal it is un-frozen.
