    Since your account is with them I cannot see a reason for them to limit your account as it's not in their best interests either. So as mentioned I am assuming its because they require documentation. The only way to confirm this is to ask them. Give them a call and if required provide them with documentation they need and they should restore your account.

    And Paypal proves yet again why they are the worst service on the internet. If you give their "limitation specialists" a call, all they're going to tell you is that the government requires them to do a background check on every account-- most especially accounts with debit cards. They're going to ask for a photo from you, government-issued ID, proof of address and SSN or a combination of 2 or 3 of these requirements.

    I agree with everyone here: give them a call, ask them what they want, and BE VERY NICE TO THEM, because they can keep your account locked for a longer period of time without giving you a real reason. I can't believe we're all under the mercy of Paypal!

    They're acting like large banks but they are not regulated like one, nor are they insured. When you lose your money, they're not required to give it back because all they are, is a payment gateway.

    I think the main reason why you can not transfer your funds it is because of the missing information. It is about time you contact them an ask what they really need in order to make it possible for you to transfer funds.
