Yup, unfortunately PayPal always prefers buyers over sellers.
It's been that for years now and I don't see it changing any time soon...

This is not true. It just depends on who is doing the wrong in the situation. I have noticed as many buyers as sellers claim they have a problem and it always comes down to whoever was the dumbest.

Not really sure who they prefer the most, I guess whoever brings them the most money. All I know is the cases always go against me!

I really wish PayPal would hear both sides of the story in scam situations... innocent people can loose a lot of money because PayPal are being idiots.

Looks like you're more at fault than Paypal is. You should have attempted to get your money out of the negatives. From Paypal's standpoint it seems like you're just trying to get rid of that account and get a new one that isn't in the negative balance.

Paypal is quite unfair, but maybe they froze the 2nd account because it's unverified and there is a limit to how much money it can hold. Or maybe you made a Paypal account with the same type, and it's not allowed to have 2 business or personal accounts at the same time.
