I have had some issues with PayPal when it tells me that the transaction can not be completed at the moment. But it was later resolved automatically. You can try contacting them to see if they can help.

I don't think "malfunctioning your own site on purpose" is a wise move. Is that what really happen with Paypal? By purposefully stopping transactions to be done, they are actually preventing money to be sent to them as well! I think it's just that they have a policy to follow, like no big transactions are allowed if the accounts are unverified, and temporary stopping for a few minutes to refresh everything. It just didn't seems likely that someone will break their own programs so that they can't receive money.
It is impossible to do this. Why would anyone benefit from it? They want to process as much money as possible.
I have been trying to received money owed to me from PayPal for two months. They send emails that they are still upgrading or other is an error and the buyers account has been overdrawn for payment. I have to pay back overpayment funds before they can give me my money. This has been goiiung on for the 2 months and I have had it. Anyone know any legal action I can take to finally get. Paid?
sadly I wouldn't waste ant time on legal action as they have a whole staff of lawyers working on ways to screw the little guy. Is this payment from a buyer that they are holding? Did the buyer pay? Try contacting the buyer directky to see if you can work it out with them directly. Have them cancel the payment and just send you the money a different way.
Don't use chrome or safari when on paypal. those two browsers cause issues all the time. just advice if you keep using paypal. every site has issues.it doesn't matter if you have 100 tech guys on it at once. signing up for paypal is a bit different than processing information involving money as well.I don't want to defend the company, just pointers if anyone nees help
