I've opened up a dispute and won the case. Paypal said they're going to issue my money back but then i received an e-mail from paypal saying the refunds failed and i need to contact the seller!!!
WHAT DO I DO...?

The seller has cleaned out their paypal account and is long gone. Time to Call the 1-800 number on the back of your Credit Card and file a Chargeback through your credit card company to get your money back.
