Actually, PayPal will just sell the debt to a collection agency and wash their hands of the entire affair. After 6-12 months, you can open another PayPal account without a problem. Of course, their is no guarantee that you won;t get screwed by them again, as I did. After 2 accounts and much dissatisfaction, I've washed my hands of them. They even screwed over my sister when I registered a similar email address with them on her account.
Word of caution: If you own a domain name, never register another email that has that domain name with someone else's account as PayPal will assume it is you and go after them or block access (as happened to me and my sister). Example: if you own
MyName@ThisIsMyDomain.com and PayPal blocks that email address, as soon as anybody registers another email address with @ThisIsMyDomain.com, PayPal screws them, regardless of actually owns the email or PayPal account.
