This is no longer true.

Not long ago Paypal bought Cybercash and now all of the CyberCash merchants are subject to paypals processing, thus, if you, like me, have a frozen account you are unable to purchase from these merchants because paypal denies the payment if you are not logged on and you can't logon and make a payment because your account is frozen. Catch-22.
