So I got limited for having too many disputes. What happened is that when people want refund (less than 5% of orders), I tell them to open a paypal dispute and I will refund them from here. A few days ago, all of sudden, any attempt to refund an open dispute would lead to a mistake. Thus, the disputes started to accumulate. I figured I would wait and that Paypal would fix it from its side. Bad mistake.

I submitted the files they ask, called several times for several hours. I talked to a lot of people and I finally got this:

Dear XXX,

We have reviewed your PayPal Account, and due to the excessive risk
involved, we would like to begin parting ways in a manner that is least
disruptive to your business.

Disbursement options

Option 1. If you owe refunds to any of your buyers, you can use the money
in your PayPal account to refund them.

To refund your buyers:
1. Log in to your PayPal account.
2. Click "Contact Us" at the bottom of any page.
3. Click "Contact Customer Service."
4. Under "Choose a Topic," select "Sending/Receiving Money."
5. Under "Choose a Subtopic," select "Refund/Cancel a Payment."
6. Click "Continue" and follow the instructions to refund payments.

Option 2. Money in your PayPal account will be held for 180 days. After 180
days, we'll email you information on how to receive your funds.

We regret any inconvenience this may cause.

Please do not reply to this email. This mailbox is not monitored and you
will not receive a response. For assistance, log in to your PayPal account
and click the Help link in the top right corner of any PayPal page.

What do I do now??

I am thinking of building a nice PDF and have it e-mailed to every paypal e-mail I can find.
