First off stop cutting and pasting your emails. Dont be a lazy ass! Just say what you got to say. We cant believe you people in the simple fact that you dont know what to do if you get ripped off by PayPal. We know a 18 year old that knows what to do in this same situation. WOW!

First off if you used your credit card file a chargeback with them, if you used your bank account file an ach dispute against the charge, if you used PayPal funds your screwed! PayPal is the one that debited your account or charged your credit card - the seller has nothing to do with you whatsoever - you cant go after the seller for the simple reason that he didnt debit your accounts - PayPal did. So your beef is with PayPal.

they we're able to recover funds for the simple reason - is that the seller has no funds in his PayPal account period. They wont charge the person's credit card or bank account because you didnt file a chargeback or dispute so PayPal says oh we're not out anything so FU buyer. The 2nd you do, you'll get your $ back from your cc company or bank and then PayPal will go after the seller.

Gee common sense! use it.!

I recently purchased something from someone online and paid them through paypal.
I didn't receive the item, so I opened up a claim for my refund.
The seller didn't respond in allowed time so paypal decided the case in my favor.
I then receive an e-mail saying

"After careful review, we have concluded our investigation of the Buyer
Complaint described below.

We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed.

Please know that we will make our best effort to recover the funds in
question if they become available in the seller's account in the future and
will take appropriate action against the seller. Such action may include
issuing a warning, a temporary restriction, or terminating the account.
Keep in mind that PayPal uses a number of factors to determine when to take
action, including member complaints. Due to privacy laws, we cannot discuss
the details of any action taken. We hope you understand our policy and that
it assures you that you are safe using PayPal. "

Does this basically mean I'm S.O.L. because the person transfered the money from paypal to his back account?

If there is anything I can do or any help anyone can provide I'd be so grateful, I'm out a big sum of money! :|
