Ultimately that sucks... hopefully it is something that just happened this one time... and I would write it off as a business loss.
Probably not the answer you want, but put yourself in everyone elses shoes... The Buyer, Fed Ex, and PayPal... along with your own. How would you honestly rule this? Who should pay for it?
