You could try this:

As a result of the LAST class action lawsuit settlement, paypal is required to provide specific documentation to you and every other account holder whose funds are being held in limbo indefinitely. You'd never know it, though, because paypal doesn't tell you how to file a complaint alleging that paypal is in violation of the Electronic Funds Transfer Act, and that it will respond only if your complaint is filed using one specific complaint form hidden in the UA.

Click on the link (contact us using this report form) to put paypal on formal notice of its error in freezing your account funds. Under EFTA, there are specific steps paypal must follow to resolve your dispute, or be subject to triple damages should you decide to take them to court. (Note that the UA says paypal may take 10 days to respond. That in itself is twice as long as it agreed to in court - oops.)

Use the link to file a complaint that paypal has made an unauthorized electronic funds transfer by withholding your funds as outlined in clause F(iii). Request a copy of all documentation paypal used in determining to freeze your account. EFTA requires paypal to investigate your claim within a short time period, provide a "meaningful" response, and actually send you any paperwork it has to support its action, at your request. Be sure to save copies of everything you receive from paypal in response to your complaint, in case you have no recourse but to sue them for triple damages as allowed under the Act.

Can anyone help me! i received the following letter from paypal

Dear xxxxx,

It has come to our attention that you may be the recipient of potentially
unauthorized funds. We have initiated an investigation into this event. In the
meantime, we have placed a temporary hold on the funds in question until the
investigation is complete. This temporary hold will show as a deduction in your
available balance. In the meantime, you are free to continue transacting using
your PayPal account.


Transaction Date: Jan. 29, 2006 22:26:36 PST
Transaction Amount: $1,050.00 USD
Payor's Email: PSIAUCTIONS@aol.com





If you have not delivered the goods or services related to this transaction, we
ask that you delay or stop delivery until our investigation is complete as you
may be liable for the amount in question.

To assist us in our investigation, please send an email to
pending_reversal@intl.paypal.com with the following information:

1. The item, service or purpose of the purchase, and the associated value;
2. The name and address given to you by the sender (if an item was purchased);
3. If shipped, the company used for shipping, date of shipment, and tracking
number for the shipment;
4. Details of any other transactions related to the transaction(s) in question;
5. A phone number where you can be reached during the day and evening; and
6. Insurance information, if applicable.

...........I immediately replyed with the information they requested, however it came back as returned to sender..contacted the buyer and he didn't know anything about it..item was received no problems and i have delt with him before....(i have tracking etc..contacted paypal this morning they said, i recieved funds from someone's paypal account, who previously received fradulent funds and they have the right to hold my money....in other words the person who sent me $$ out of their paypal balance had received that balance with a fradulent payment!! What can i do about this, are they legally allowed to hold my money??

Hi everyone

I have decided that I'm going to try to get a class action together for Canadians who have been victimized by Paypal. I'm literally going to be evicted because they put my funds on hold - and I know others have been put in horrible situations.

If you're Canadian and you have had a bad experience with Paypal, please post in this thread. I don't need contact info, just your story. I'm going to compile them all, with background info gathered from this site, and send it to a lawyer in B.C. who has been successful with class actions in the past.

At least we can try.
