paypal guarantees you to get all your money back, but you have to follow the rules to qualify for seller protection policy. the biggest one is that your account has to be in the us, uk or canada, and the buyer's account also has to be in the us, uk or canada, if you sell to anyone in any other country, they can't cover you under seller protection :(

cccyahoo, Try put in a complaint with the Better Business Bureau. The more people start logging their complaints, the more it will become evident that Paypal has a fraudulent Buyer Protection Program.

I appealed a claim that I lost with a buyer. Paypal refunded the buyer $830 out of my account when I lost the claim for non-receipt of an item. I appealed the case, proved that I shipped the item and that he received the item. I won the appeal but Paypal is telling me I have to go after the buyer for the $830 myself. They suggested emailing the buyer who lives in another country and asking him for my $830 back because paypal says I won the appeal. I would think that if Paypal took it out of my account paypal should be the one putting it back in my account. What is the point of winning an appeal if you don't get back your money that they gave away??? Is this standard procedure. any advice or help is greatly appreciated. Below is the email I received from Paypal
